Passenger detained after Carnival Conquest cruise on child-neglect charges
A North Miami Beach police report says federal authorities transferred Nathalie Belizaire to local custody after the ship arrived on September 28, 2026.

U.S. Customs and Border Protection took Nathalie Belizaire into custody after she disembarked from a weekend Carnival Conquest cruise on September 28, 2026, according to an arrest report from the North Miami Beach Police Department.
The report says police responded to a 911 call at Belizaire’s apartment, where Miami-Dade Fire Rescue personnel forced entry. Authorities found four minors hiding together in a bathroom and determined that no adult was supervising them at the time.
According to the report, Belizaire invoked her right to remain silent during an interview, and investigators ended the questioning. She was subsequently arrested and charged with four counts of child neglect. CBP held her temporarily before transferring her to local law enforcement because the charges and local warrants were outside federal jurisdiction.
Judge Mindy Glazer set bond at $10,000 and ordered Belizaire to have no contact with the four children, who were placed in foster care, according to the reported court proceedings.
The report also says Operation Tidal Wave recently resulted in 87 crew members being removed from Norwegian Breakaway in Boston. It describes the multi-agency initiative as targeting cruise crew members associated with the possession, use or distribution of child-exploitation material.
