Mexico’s Supreme Court to hear Mahahual development plan challenges
The cases concern expedited planning amendments linked to Royal Caribbean’s proposed Perfect Day Mexico project.

Mexico’s Supreme Court agreed on August 10 to review three challenges involving amendments to the urban development plan for Mahahual, Quintana Roo. The changes facilitated Royal Caribbean’s proposed Perfect Day Mexico tourism development, according to the report.
The municipality of Othón P. Blanco approved the amendments in December 2025, covering 107.67 hectares, in a process lasting less than three weeks. Lawyer Irma Morales alleged that officials adopted the changes without completing studies and public participation required by law.
Residents previously challenged the amendments in federal court, but those cases were dismissed because the applicable filing deadlines had passed. The Supreme Court proceedings will address the challenges to the planning changes rather than determine directly whether Royal Caribbean can build the project.
The proposed US$1 billion destination envisioned a 230-acre private beach and water area for cruise passengers. Royal Caribbean withdrew its environmental application on May 19 before the responsible agency issued a final decision, leaving the company able to file a revised proposal.
