Mexico Doubles Cruise Passenger Fee to $10
The Non-Resident Duty is set to rise again in 2027 and 2028 under a phased schedule.
Mexico increased its fee for foreign tourists arriving by cruise ship from $5 to $10 per person on Aug. 1. Known as the Non-Resident Duty, the charge is collected from passengers by cruise lines or shipping agents.
Under the scheduled increases, the fee will rise to $15 on July 1, 2027, before reaching $21 on Aug. 1, 2028. Travelers calling at more than one Mexican port during the same cruise itinerary are required to pay the duty only once.
The phased fee followed negotiations between the Florida-Caribbean Cruise Association and the Mexican government. A $5 charge, accompanied by plans for later increases, took effect on July 1, 2025. That arrangement followed a December 2024 vote in Mexico’s Congress supporting a proposed $42 tax for each cruise guest arriving at a Mexican port.
Data from Mexico’s Ministry of Tourism indicated that the country received 11.2 million cruise passengers across 3,156 ship arrivals in 2025.
