Letter writer calls for Jamaican safeguards in Sandals-Royal Caribbean partnership
Cargill Kelly argued that the arrangement’s legal and operational structure should keep a substantial share of new revenue circulating within Jamaica.

Letter writer Cargill Kelly has urged measures to ensure Jamaica benefits from a partnership involving Sandals Resorts and Royal Caribbean Group. Kelly referred to an earlier article about Tourism Minister Edmund Bartlett seeking clarity on the US$3 billion arrangement.
Kelly characterized the partnership as a 50-50 joint venture and said Royal Caribbean was acquiring a 50 per cent interest in a Jamaican resort brand. The writer also cited a US$6 billion valuation, attributing the brand’s strength to its Jamaican foundations, hospitality professionals and local supply chains.
According to Kelly, the partnership’s legal and operational frameworks should guarantee that a substantial portion of newly generated revenue continues to circulate within Jamaica. The writer presented that approach as necessary for the country to capitalize on the arrangement and support mutual prosperity.
