Greenland seeks cruise restraint as access rules take shape

Greenland officials are calling on cruise lines to exercise restraint and self-regulate while legislation is planned. Current voluntary guidance urges cruise companies to coordinate their activities and consider local conditions.
According to the Greenland government, the recommendation is intended to limit effects on vulnerable natural areas and wildlife. It is also meant to address local wishes to preserve recreational values and opportunities for catching and fishing.
Formal limits on cruise access are being negotiated with local communities, businesses and other stakeholders. The restrictions are likely to take the form of zoning regulations under Greenland’s Tourism Act, setting boundaries on where cruises may operate.
Tourism to Greenland increased eight percent between 2024 and 2025, reaching 180,000 visitors. Cruise passenger numbers declined slightly by 1.4 percent during the same year.
