Galveston and Royal Caribbean discuss Pier 14 cruise terminal
The proposed terminal and berth remain subject to completed negotiations and approval of final agreements.

Galveston Wharves is discussing the development of a cruise terminal and cruise berth at Pier 14 with Royal Caribbean Group. A final development agreement is expected to establish terms for financing, construction, development and operation of the facility.
The Galveston Wharves Board of Trustees voted to defer a non-binding memorandum of understanding outlining preliminary project terms, allowing port officials to continue negotiations with Royal Caribbean Group. After negotiations are completed, a draft operating agreement will be submitted to the board for consideration and approval.
The proposal would follow a similar public-private partnership between the port and Royal Caribbean Group. In 2022, they jointly developed a US$125 million cruise terminal complex at Pier 10. Rodger Rees said the port would welcome the company’s planned expansion and the opportunity to accommodate Icon of the Seas.
An economic impact study indicates that a fifth cruise terminal could generate an additional 1,500 jobs, US$91.5 million in personal income, US$278 million in direct business revenue and US$7.9 million in state and local tax revenue. The proposed Pier 14 facility remains contingent on completion of negotiations and approval of the final agreements.
