Dubrovnik proposes revised cruise ship tourist taxes for 2028
Passenger capacity would determine a flat per-call charge of up to €5,308.91 under a plan awaiting City Council consideration.

Dubrovnik is considering new tourist-tax rates for cruise ships beginning in 2028. The proposal is due to go before the Dubrovnik City Council, which will consider charges for vessels operating round-trip cruises.
Under the proposed structure, each ship would pay a flat fee based on its total passenger capacity rather than a levy for every passenger who goes ashore. Ships carrying 50 to 200 passengers would be charged €265.45 per call, while vessels with capacity for up to 500 passengers would pay €663.61.
The per-call fee would rise to €1,327.23 for ships carrying up to 1,000 passengers and €2,654.46 for those with capacity for up to 2,000. Vessels carrying up to 3,000 passengers would pay €3,981.68, while ships able to carry more than 3,000 passengers would face the highest proposed charge of €5,308.91.
Revenue from the tourist tax would go to the City of Dubrovnik, although the state determines the level of the charge.
